From what I can tell, it's a Nishijin Model "A" Rolling Stone. Would be worth the $50 if all the parts are there, no rust, maybe some balls to go with.

Yep. 73 nishijin model A rolling stone with the red and green pockets. I wouldn't pay more than 50 if it wasn't complete.
