Lighters are small so you would think they wouldn't be too much to ship, but not sure if they come under any special rules??

I would expect the service / agent that Drunkenclam and other members use would be able to advise on this, Sorry I don't have the contact details, but hopefully another member can help with that

I can't access the Japan post office fee finder from my iPhone but it's ¥4200 before 3rd party fees and international shipping. I should be able to check after work. I don't think alighter and packaging weights over 1kg.

I think butane type lighters are restricted, but I'm not sure about the zippo kind.

Zippos should be ok as I'm pretty sure there is no fuel in them when new.
