Is the center pocket paying out? The one that starts the video.

Yes the center does pay out.
Just wondering does the outer pockets suppose to pay out every time?

Most of the cels I have taken apart use one sensor for all the outer pockets. and channels behind the playing field direct the ball to it then out to the spent ball hopper. I would check all your plugs on the circuit boards. It may be on a board underneath the main one on the back. I don't have a robocop so can't say exactly where. If that doesn't work you might try swapping sensors with the one from the center pocket or gate and see if the problem moves location. The numbers at the top of the cel should tell you the payout normally 3,4,10,15 Side pockets normally 10

Not that I'm aware of. Some of the frame manuals have some info. But that's normally glass, speakers, payout motors etc nothing on the game cel. Plus any literature will be in Japanese and not much help. The ball sensors do have id numbers on them. Some have leads fixed, some have plugs. It varies from company to company. Getting a replacement if it is faulty can be a pain. As sensors only used in pachinko machines. The sensor is pretty obvious it's about 1/4" thick 2" long by 1" wide with a hole through it at one end for the ball to pass through.

Do the balls fall straight through the pocket, and stay on the playfield? Or do they go behind the playfield out of play?

If the balls stay in play, they are sub-roulette pockets, and will give a chance to open the center pocket wings. Typically these pockets don't pay out.

If the balls go behind the playfield then I would look to see if there is a ball jam somewhere in the trackwork.

When you drop a ball in the outer pocket does it eventually exit at the bottom of the machine like a normal loosing ball does? If so you don't have a ball jam, you most likely have a loose connection to or from the sensor or in a connector somewhere. Unplug the connectors, then replug them ... (rinse and repeat )
    Good Luck!
