Probably it is someone (A) who bought one from someone else (B), the someone else (B) advertised it as Japanese pinball, didn't know if everything is there and working. Then someone (A) said: Oh cool a pinball! Then bought it, to found out that all the back has been removed and it's not usable anymore.
