Default The thinking behind limited releases of some machines

I'm thinking about the Harley and Spinluck and that it had to cost more to manufacture them just based on the licensing of them. Yet they were released in what appears to be limited numbers. If we go by even the highest amount we think they were released in thats not a lot of machines. The cost to developer a machine even if the basic ground work is there of the case and components still leaves a good deal of development costs.
Then not all parlors are going to get one much less a good number of them. If they are supposed to be a big draw for the parlor only a limited amount of players will get a turn on them.
I don't see how the parlor would be making money on such machines much less the manufactures even if they charge more for them.

What parts of the equation am I missing?

Not necessarily apart of this topic but anyone know what this means on the Harley glass by the serial #?
I have not seen it on any other machine. Company that produced the belly glass maybe?

There are lots of other machines that us copyrighted music, I guess they don't need to state that on all machines.
