That's a Vicky Chance cell repurposed, and Vicky Chance was released in a Lumina frame. Also, blue Lumina frames were used for the arcade versions, so maybe they're coming up with something 'new' on the cheap.

Yes, that's a regular factory pachinko machine, modified by someone or an arcade company for arcade use. I can't imagine anyone would buy a factory 'arcade' version of a pachinko frame when thousands can be had for pennies to nothing on the used market. I'm sure that one was modified from a regular frame.
