I was wondering if I could pay out prizes instead of money. Would that make it legal or closer to legal?

It all depends on state laws. But it is unlikely that any commercial use of pachislo is going to be legal in most states. In those few where it might be, it would probably require some type of licensing.

    What state are you in?

I was thinking since chuckee cheese like places for kids can have games that in my opinion are gambling games but you receive tickets that you exchange for prizes then maybe we can do it for adults. If I understand correctly that is how Japanese parlors operate.

In most states the way places that get away with giving out prizes has to do with 2 aspects of most state's gambling laws. Most say that you can give out prizes for games that are based on skill. A pachislo, even though it has stop buttons, will usually not pass that test. It is primarily a game of chance, in which skill sometimes comes into play to allow you to increase your winnings.

The other part of the law in many states that also keeps pizza parlor games legal is a limit on the size of the prize. Many states specifically limit it to something like "under five dollars." But that doesn't help you with pachislo, because you already failed the first test.

Down in the Boynton Beach, Florida also I think in the Tampa area they have parlors. You put in $1.00 up to $5.00 and play a slot machine for any where from 1 cent and up. If you win 75 credits you get 1 ticket if you accumulate x amount of tickets you can pick out $5.00 or $10.00 gift cards. The cards are good for either dinner at achain restaurant, Home Depot or etc. That was how I won $15.00 gift card for Olive Garden.
I thought it was kind of neat. Of course I had won.

You can't set up a pachi as a redeption to get around the laws.

Redemption games can't pay out the same thing they take in. furtermore, the prizes have to be of low value, or require absurdly high numbers of tickets. if you can make a profit on the redemption game, and it is not a bona fide game of skill it's gambling.

You could make a pachi-STYLE redemption machine, but there is no way I can see to convert.

THere ARE redemption machines with gambling elements in CA. There's those cyclone machines that i'm SURE jump. there's those bingo redemption games that pop up the balls. There's those "skill-o-bingo" games that were a great america at one time. (they cheat too, i'm sure)

Here in PA @ Fun4all (arcade and 36 hole mini golf) + batting cages + go karts etc has a Pashilo like unit. You put in 75c and if you win you can get up to 150 tickets. If you lose you still get 10. Next time I am by with the kids I will take a picture of it and post it. It struck me that this has got to be illegal.

The definition that I heard regarding gaming machines is that if there are predictive odds (ie you can set the odds in pashilo) it is not purely a game of skill. Those stepper motors know where each reel is all the time. Ever go into a bonus round. You think you are stopping the reels but they always line up.

Not sure if "mr. gattis" is a national thing or just a local chain in southern IN. (chuckie cheese wanna be pizza joint) but in one of their resturants they have two pachis. they are just plain jane 1-3 tokens and even have two japanese stickers in the belly glass. they have token in token out. In order to get tokens you have to go to a change machine, 25 cents gets you one token. Call me stupid, I don't care. I was having fun, and it peaked my curiousity. I put 800 tokens in and won 3 out of the whole deal.

Scooby something does not jave right. you put in 800 tokens ($200.00) and won 3 tokens (75 cents). Is that correct?

Yeah, that's a pachi-STYLE redemption machine. they are rather questionable things, but i suspect they are legal under the state's chuck-e-cheese law. Those payouts are pretty darn big, so there's a strong case that it's gambling, as i doubt it's a bona fide skill game.

It's similar to those CHerry Master machines that's all the rage, and those are definitely ilegal in some states.

The legality of the use of slot machines as redemption machines depends on state and local laws.

There are redemption slot machines that pay out tickets.
    http://www.jenntechcorp.com/products.asp?cat=111

There have been American made skill-stop redemption slot machines made by companies like Bally and Game Plan.

There have been Japanese pachislo machines converted for use as redemption machines in the US, by making them pay out tickets.
    http://www.gamsco.com/tktred.htm
    http://www.productionhawaii.com/SlotMachine.htm

And there are pachislo machines that have been converted with E-token systems which give players points, if they win, that can be redeemed for prizes.

Bobby might clam to be a "true innovator" but it's really nothing new.
