I emailed this to my Dad, who is a retired chemical engineer. This is his response:

"Bogus. No such thing as HHO. HHO is the same as H2O. When you electrolyze water, you produce H2 and O2. H2 will burn and provide energy. It's the basis for fuel cells currently being tested (there's a fuel cell car currently running around So Cal somewhere). Also, the energy it takes to produce H2 and O2 via electrolysis is MORE than the energy you get back by burning the hydrogen. Another scam..."

I can just see it now...first will come the taxes on water and laws restricting the amount of tap water the private citizen can use. Then the restrictions on exploration and off shore drilling...

Got a very bizarre friend up here, he is big into conspiracies, has a ton of ham radios hooked up always going and tries listening to all of them, he's incredibly intelligent however. He's hooked his car and his house to run on bio-grease, he has a contract with a local kitchen, he cleans their kitchen once a month and they give him all their grease. When he drives down the street, it smells like french fries =D! Now! if car companies set up their cars to run on biogrease i could see it now! McDonalds would sell grease by the gallon! Getting pumps on their drive through windows. becoming even more rich than before! and people would eat their food because the tempting smell of french fries everywhere, soon everyone would fall victim to mcdonalds mind control techniques! and become too fat to want to leave the house. Then mcdonalds would start home delivery soon killing off all of the fat people! So McDonalds could rule the world!!! i know too much, if i dont post anymore. . . you'll know why.

Most of the water as fuel scams are based off of some fact. For this scam it is based on Brown's gas, also known as oxyhydrogen. Oxyhydrogen is O2 and H2 in a ratio of 2:1 (same as water), very dangerous. Can not be stored and must be used as produced. The power ratio is approx. 4:1. This means that it takes 4 watts to produce enough gas to produce 1 watt when recombined. There are torches that use this technology, and it is possible to produce this gas using a car altenator and battery.

If enough of this gas mixture is added to the air intake of a car it is possible to increase your gas mileage. The question is; can you produce enough, fast enough, and if you can is it safe. Your car will still run on gas/diseal, but at a reduced cost. There is no research done by independent labs.
