The chirping is normal in this frame, it's part of the payout mechanism.

Does it have a few buttons on the shooters tray?

this is the machine. only difference is mine is yellow and blue. the only buttons I see anywhere on the front of the machine are..

    1. thumb button on knob
    2. silver button to release balls from shooter tray.
    3. what sort of looks like a grey triangle button on the front of the shooter tray, but it does not press and may just look like a button. in the picture below, you can just barely see it right above the left side of the red triangle in the center of the shooter tray.

Thank you thank you thank you Compirate!!! Your PMs got me looking in the right direction.
the machine had 2 buttons on the back that you could adjust and the original seller had labeled them "Volume control". i couldn't find what you were describing in your PM, so i turned them all the way up and BAM...the balls began to shoot.
so essentially, there was no problems with the machine other than it was dirty and i didn't know enough about it.
    thanks again for your help!!

Yeah, i feel kind of like a dumbass now that i know what was wrong, but not as much as the guy who sold it too me. Since he probably turned off the shooter in the first place.

Anyway, thanks again to everyone that helped or tried to help!

And man, the balls hitting the glass front is LOUD.

You can angle the machine back a few degrees to help keep the balls from hitting too hard. They'll still hit, but won't be as loud.
