I have a Golgo-13 and a Golden Boat by Heiwa. Is there some way to put them into an attract mode where they will play music, flash the lights or something from time to time, in standby mode?

no, they only do that in bonus or jackpot mode.

Generally most of the machines will do something when not in use. The IGT's will all flash their lights except for the Terminator and he talks every so often saying, "you wanna play" and "hey you, punk". Yamasa's Neo series will run a constant display mode using the el-vision technology. The Babel has a great display sequence. With the exception of the Terminator, the machines I've come in contact with are all silent.
Meanwhile, somewhere in Oklahoma.
