I was wondering are the plastic "bubbles" on either side of the screen are they supposed to move?

Yes the pillers on the left side spin giving the look of real moving bubbles but the piller on the right, next to the ramp is stationary.

The bubbles are just that, bubbles in the plastic. They are stationary. The pillars spin to give the illusion of them moving.
