Ethically, it was wrong. But it is easy to see how the temptation would be almost irresistible. ("Damn school board/stupid parents/shiftless teenagers sucking the life out of me. [opens letter] Hello!"

Legally, I would think she would get away with it. If someone sends you a check, it should be yours.

A potentially interesting side note: a friend of mine recently got a check for ~$2500 in the mail from some medical lab he'd never heard of. He called up to find out what was going on, and it turns out someone was issuing checks to random people from the lab's account, either as a random act of maliciousness or in an attempt to hurt the company. Weird.

I think that if you get a 2.5 million dollar check in the mail unexpectedly, you should at least get a small hint that something is not right and that this might not be your money.
