Use an ohm meter to measure the resistance on the pot at full to see if it is a 500 ohm pot or a 50 ohm pot.

Are you sure that you have found all the speakers?
I had a machine that I thought that had this problem.
It turned out that after I soldered in 4 470 Ohm variable resistors it was still too loud. When I turned all the resistors all the way up there was still a loud thumper I found behind the hopper way in the back of the machine.
I added a 5th resistor to that speaker and had what I was looking for.
500 Ohm pots are easier to adjust than 1000 or higher. A 5000 ohm variable resistor will have a very small "sweet spot" that actually controls the volume and will go from too loud to "I can't even hear that speaker" in just a few degrees of turn.

No there aren't any other speakers because I had to completely disconnect them from the main board to play until the resistors arrived. When both were disconnected the machine was completely silent.

Those volume controls you bought don't offer enough resistance for the Ore no Sora and other (mostly newer) pachislo machines. Based on what other members have posted here and elsewhere, these are the ones we recommend to our customers (you can also purchase some VCs from FTKServices in the PachiTalk Auction) :

    Radio Shack
    1K-Ohm 15-Turn PC-Mount Cermet Potentiometer/Trimmer - RadioShack.com

"Solder the middle and one contact on the end only. This will allow you to fine tune your sound level. Find the negative wire off of each speaker, cut the wire, strip both ends, solder the ends to the terminals.

A tip on soldering in volume controls; tin both the wire and the terminal, use as low a heat as possible, then connect the dots."

    Parts Express
    Parts Express:L-Pad 15W Stereo 1" Shaft 8 Ohm

These come in different options (stereo, mono, sizes, etc.) and can be mounted on the outside of the machine if desired, so you don't have to open it to adjust the volume. They include a wiring diagram to follow for installation.

Ok volume controls are tricky but here's what i learned

    1. The slide switch in back or inside the Pachi should be set at the lowest level.

    2. Get a 25 Ohm Rheostat . Radio shack has them

    25-Ohm 3-Watt Rheostat - RadioShack.com

    3. If needed a lower volume use a ceramic 10 ohm 10w resistor.

    10 Ohm 10W 5% Wirewound Resistor (2-Pack) - RadioShack.com
