I believe that is "CR White-Collar Worker Kintarou" from Sammy/Fields and is quite the popular game in the Japanese halls right now.

'Salaryman Kintarou' a Japanese cartoon about the leader of a biker gang, who saves the life of a business executive and is rewarded with a white collar job in the executives company.

I've seen a few clips of the series and it seems quite funny, keep meaning to get hold of the DVD and see if it's any good.
