    Not allowing the banks to pass the money to off shore gambling sites is a tax? The way I understand it, right now this is purely a protect dummy from himself law. It's certainly possible at a later date to switch and allow this and tax it but at this time, it is what it is.
    Meanwhile, somewhere in Oklahoma.

    i belive slotter is saying this is the 'big hammer' in the negotiations.the political money is made now just before elections, then a deal for taxation can be cut at a later time,quietly.
